When a child is born, the family asks for the letter. It comes from the pada, the quarter of the nakshatra the moon was sitting in at the birth minute, which is why two babies born the same morning can be given different letters.
The same nakshatra carries much of the weight when two kundalis are matched, which is why it comes up again twenty five years later.
